The following is a letter that recently appeared in the Oak City Gazette, a local newspaper.

"The primary function of the Committee for a Better Oak City is to advise the city government on how to make the best use of the city's limited budget. However, at some of our recent meetings we failed to make important decisions because of the foolish objections raised by committee members who are not even residents of Oak City. People who work in Oak City but who live elsewhere cannot fully understand the business and politics of the city. After all, only Oak City residents pay city taxes, and therefore only residents understand how that money could best be used to improve the city. We recommend, then, that the Committee for a Better Oak City vote to restrict its membership to city residents only. We predict that, without the interference of non-residents, the committee will be able to make Oak City a better place in which to live and work."
Write a response in which you discuss what questions would need to be answered in order to decide whether the recommendation is likely to have the predicted result. Be sure to explain how the answers to these questions would help to evaluate the recommendation.

It is truly said that seeing more and visiting more places makes you rich, both mentally and experience wise. So while the argument stresses on the fact that people who are the residents of Oak city should only be having a say in the working of committee, to ignore those people who are from different places and brings in a view point enriched with diversity and above all to look from a perspective not colored by living inside the city would be very fatuous. While the down to earth problems faced by the city's residents can only be correctly pointed out by them only and they should be given due importance, the peole from outside also brings in a rich diversity to the view points as, they can bring more experience, they can also must have faced similar situation elsewere and add to the richness.

Furthermore the report does not include that,on which basis the objections of the outsiders were foolish and what was the comments they were making. It is hard to blame them without any proper analysis for the objections they were making. The statement that outsiders who come to work there cannot fully understand the politics business of the city is a also a result of poor analysis and a bent of negative feeling towards them. The people who are working in any city are fully engaged in the functioning of city's business as their work demands such. Also they spend most of the time in the city while working and are not immune to the happening of the sorrounding . Working in any function requires you to deal with fellow colleagues, local municipality, other businesses situated there and also to take cognizance of political situation. As it is of paramount importance to handle those situations and thus people working in any city cant be said to be unaware of its absic tenets.

While the city's taxes are only paid by the locals, foreigners working there also contribute immensly to the economy by generating revenue for the bussineses they work in. It would be hard to think in a way that they are not at all concerned with the well being of the city because the city's health also affects them as their livelyhood is being drawn out of the oak city. They are a part of the city as their contribution along with locals drive the businesses and keeps the city mobile. So to utterly reject their views, objection solely on the basis of whether or not thay pay taxes is gratuitous.

In summary this report feels to be secterian in nature and is full of biased views based upon irrational explanantions. The last line of the report mentiones that people who are only working in Oak city and not living there must be excluded from the Better Oak city committee to make the city a better place to work and live. This means that those outsiders involved in the working population be excluded from having a say in the betterment of workplace they work!! Such biased and irrational propostions clearly claims for a better analysis of the role of outsiders can play in the betterment of the city.
