The most admired rulers are rulers who have governed with the interests of their people in mind. They fight for the people and with the people to increase the quality of living for whom they represent. History have shown that great leaders are born to lead people out of repression, inequality, or poverity. For example, Abraham Lincoln, one of the great presidents, fought to bring equality to all people regardless of the color of their skin. This increase equality among people is definite a hallmark of a great nation.
Likewise, society will have more time to achieve greatness in arts and science when its well-being increases to a level where people are no longer concerned with finding food and shelter daily. Great progress in arts and science are only made during times of great prosperity. Great prosperity is only possible when there is a great leader.
Today, in a time of peace, we've made signficant stride in both science and arts. The numerous inventions of medical devices and our progress in understanding our genetic makeup have significantly improved our quality of life and increased our life expectancy. In contrast to war time, where the atroicious acts of some leaders has caused the nations well-being to decrease. In those cases, the achievements of those rulers - for example, Hitler - are indicative of not a great nation.
In summary, the well-being of all its people is sure indicator of the level of achievements of its rulers, artists, or scientists.
