The main idea of both the reading and the lecture is about new strict regulation for storing coal ash that United States government should adopt. Considering this, the Professor discusses advantages of strict regulation against releasing coal ash and how it could be a proper help to environment. The information she presents contradict facts outlined in the reading.
First, lecturer mentions that rules about liner-material are not sufficient enough since, companies just have to use liner on new ponds and new landfills but not necessarily for older ponds and landfills. Older landfills and ponds which are not use liner material can cause significant damage to environment due to leaking coal ash to ground water which is very harmful substance. On the other hand, according to the reading rules obligate companies to use liner in every new ponds and landfills which is useful in order that it prevent coal ash to leak into soil and ground water.
Moreover, the speaker states that such strict regulation would not stop consumers from using recycled ash and to offer supporting evidence, mentioned regulation for mercury as a perfect example for the idea. He explains how strict rules about storage and handling mercury lead to recycling it for nearly 50 years. However, the reading specified that consumers of recycled coal ash would be afraid from using it provided that new strict regulation establish.
furthermore, the professor points out that although new regulations make extra cost for companies which is approximately 15 billion dollars, but in average it will cost just 1 cent per person which is not so much for a safe environment. nonetheless, the reading makes it clear that general public will not be pleased by increasing electricity’s price which is direct result of new regulations.
To recapitulate, the author contend that new strict rule would not be effective, while the professor not only casts a doubt on it, but also allege that it new rules will be completely effective in order to have a clear environment.
