In this set of materials the lecture and passage both are discussing about ways to protect the environment from harmful effects of coal ash; which is a byproduct formed after burning coal in power plants. The lecture proposes that stricter rules and regulations are essential for disposing the coal ash for the power companies. On the other hand, the passage argues that the rules and regulations are already placed and no need to intensify them.

First of all, the lecturer posits that the rules and regulations in the current scenario are not adequate to address the problems causing from disposal of coal ash. Although, the companies use liners for new ponds and landfills in order to protect the surrounding environment that is not benefiting the environment. More stricter regulations should be made so that the power plants will used liners to old ponds and landfills as well, which are contaminating the drinking source because of leakage causing harmful effects on people health. Whereas, the author claims that there are already stricter laws in place which help protect the environment by extensive use of liners. Additional law are not necessary for the purpose.

Next, professor refutes to misconception that the article mentions that consumers will stop using the recycled products because they will think that the products are very harmful as stricter laws are at place. On the contrary, the consumers will buy the recycled products. For example, they already use mercury even though, it has very stricter laws regarding handling and disposing it. So the article claim is very weak.

Finally, even though the electricity cost will increase as mentioned by the author because of cost of handling and disposing coal ash; it is only one percent which is highly affordable. It is worth to spend that much money in order to have safer environment.
