In this set of materials, the reading passage explores the drawbacks of establishing new strict rules for regulating coal ash, and the professor's lecture deals with the same topic. However, she casts doubts on these disadvantages, and in the lecture, she provides three specific points to substantiate her opinion.
First, although the reading passage suggests that the regulation has already existed currently, the professor argues in the lecture that we still need new regulations, such as new liner-special material rules. The old rule contaminates the water by disposing chemical materials; therefore, it is necessary to prevent the water from contaminating by setting new liner-special material rules. Clearly, the professor's argument refutes its counterpart in the reading.
Moreover, despite the statement in the reading that new rules discourage the recycling of coal ash into other products, the professor contends that other materials with strict new rules are still encouraged recycling. Then she supports this point with the fact that the mercury, which recycling rules have been established and enforced for a long time, does not discourage customers' for using recycled mercury products. In fact, it actually has benefits.
Finally, the author of the reading claims that the cost for implementing new strict rules increase, whereas the professor asserts that the positive results still outweigh the negative one. The professor explains that this claim is indefensible by pointing out that though the price of electricity power will increase to 15 billions, it only increases relative 1% every household. Hence, the cost of creating new strict rules will not be seriously increased.
