The lecture protested against the three arguments presented in the passage about stricter regulations for handling and storing coal ash.

First, the passage pointed out that regulations had existed which required companies to use liner-special material. As a result, stricter regulations are unnecessary. However, the lecturer argued that the old regulations did not work well in the sense that it only regulated the usage of new pump, while in the meantime, the old and existed pump had costed lots of damage to the environment. Thus, new regulation is required to solve this issue.

Next, the passage concerned that stricter regulation will prevent people from buying products that are made from recycled coal ashes. Nevertheless, the lecturer raised an example about mercury to assert that this won't necessary be the case. As everyone knows that mercury is dangerous and poisonous, consumers were still willing to buy recycled products made from mercury. Moreover, 50 years later, they still lived a healthy lives. That is to say, stricter rules have no direct impact on the safety of recycled products and thus this was not a reason for not creating new stricter rules.

Finally, the lecturer presented a simple mathematical analysis to fight against the last argument in the passage. By the professional analysts, the cost of electrical companies increased by the new regulation will be roughly fifteen billion. Namely, when averaged to every family, the additional expense will only increase about one percent. This small amount of increment won't incur objection from general public. Furthermore, this additional expenses are definitely worth it.
