Burning coal in power plants produces a waste product called coal ash, a material that contains small amounts of potentially harmful chemicals Environmentalists in the United States are concerned about the damage such harmful chemicals may be doing to the environment and suggest that the United States government should create new, much stricter regulations for handling and storing coal ash.

However, representatives of power companies take the opposite view; they argue that new regulations are unnecessary and might actually have negative consequences They use the following arguments to support their position.

Regulations Exist

First, power company representatives point out that effective environmental regulations already exist. For example, one very important regulation requires companies to use liner-special material that prevents coal ash components from leaking into the soil and contaminating the surrounding environment. Companies that dispose of coal ash in disposal ponds or landfills must use liner in every new pond or landfill they build.

Concerns About Recycling Coal Ash

Second, some analysts predict that creating very strict rules for storing and handling coal ash might discourage the recycling of coal ash into other products Currently, a large portion of coal ash generated by power plants is recycled: it is used, for example, in building materials such as concrete and bricks Recycling coal ash reduces the need to dispose of it in other ways and presents no environmental danger. However, if new, stricter rules are adopted for handling coal ash, consumers may become concerned that recycled coal ash products are just too dangerous, and may stop buying the products

Increased Cost

Finally, strict new regulations would result in a significant increase in disposal and handling costs for the power companies. perhaps as much as ten times the current costs. Power companies would be forced to increase the price of electricity, which would not be welcomed by the general public.

But according to the reading argument the representatives of the factories have an absolutely opposite view. This view summarizes three specific reasons in the passage. While, the lecturer casts doubt on these reasons and says that they are obviously erroneous.

First, the reading claims that the regulation which are existed now are not efficient and the new rules will make more complaint between the government and companies. for example rule about the using the liner-special material which is not effective at all for controlling the farms to leaks their coal ask components to the soil. But, on the other hand the lecturer states that the present rules are just for the new ponds and lands and it is not for the old ones. So, this point made the old one t leak their cantaminented materials to the water underground which they are the causes of the polluting of the drink water .

Second, the lecture says that the concerning of the consumer for usning the recycled material is not any crucial probllem for creating new rules. Because, for example the mekuri as a harmful material whcich was restricted for 50 years have not any problem with it's consumers. So, it can be said that this is not for the consumer tantalizing.

Finally, the lecture claims that the increasing of producing of the power will be increased but as a precise calculating by the scientist this cost is about 15 billion dollars which if it be cost per consumer, it will just increase the cost of power of the consumer for one percent which it is minuscular it the budget of the people. So, this idea is wrong and has a loot of biases either.

conclusively, it can be said that the consequences of this policy for restricting of the plants of the power production must be encourage is incredibly important and productive, Specially from the long run view of point which always it must consider the consequences of any policy on the environment under some circumstances.
