In 1995, the rank of expenditure on books was Germany, France, Italy and Austria respectively. There was a fluctuation on spending in Germany over 10 years. The book expenditure in Germany started at 80 in 1995. There was a moderate increase by 10 to 90 between 1995 and 1999 before dropping back to 85 in 2003. Germany then spent more money on books until hit a peak at 95 in 2005. For France, they used more money on books in each year from 1995 to 2005 and reached a highest point at 75.

Money spent in Italy began at 50 in 1995. It rose slightly to 55 and then declined to the same point as in 1995. After 1999, There was a steady went up from 50 to 62 in 2005. Austria used money only 30 in 1995. Spending stayed the same for 2 years after there was an increase from 30 to 40 between 1995 and 1999. The expenditure on books saw a dramatic rise by 20 to 60 in 2003 which was more spending than in Italy and it still went up to hit a highest point at 71 in 2005. Therefore, the rank was changed to Germany, France, Austria and Italy respectively in 2005.
