Starting with the former, taking every opinion into account is definitely a safer bet. This allows the decision maker to develop deeper and meaningful connections with his peers and subordinates. Take the situation for instance, where a respected manager has to decide how much christmas bonus to give to each of the employees. Since this is directly correlated to the bednefit of the employees without asking for anything in return, it's easy to see why the workers will ask for an equal split. At this point, the leader can enjoy his respected pedestal and comply with the decisions so as to maintain a salubrious environment and a flatter structure within the organisation. Such a decision is natural and comes easily to the average mind.
However, one can easily see why this strategy might not be optimal everytime. Consider the same situation, only that a certain employee worked round the clock, turned in all the reports before time and even allowed for some corporate work to maintain the better image of the organisation. In such a case, it might be wise on the manager's part to allow an inequal distribution of the bonus. This might taint the image of the manager for some people but others might be even more motivated and incentivised to do better next year.
Taking every opinion into account may also become detrimental when the decision in focus requires significant experience and highly resolved critical thinking. There have been countless examples in the past which support this claim. People who trusted their instinct and chose to resist the flow and ended up changing the world for the better.
Delving further, one can also look at this issue with the lens of modern society. With the advent of communication and free speech, there are now platforms like Twitter and facebook, which cater explicitly to rasing voices and opinions. The deiversity of human thought and expression is such that it natural that unsolicited communication on such platforms can get quickly get disguised under the cloak of freedom of speech. Under-researched facts and arguments without evidence are at the heart of these problems and therefore it is not difficult to imagine why opinionated people can quickly seek respect under disagreement.
Its almost comical to imagine a world where well respected organisations NASA takes the shallow opinions of the flat earth society into account. It is however a beautiful world where the opinions and rights of undepresented and minority groups are taken into consideration by the government in power
In conclusion, the issue can take various forms of truth depending on the situation and the context and it is inmperative that more people be taught how to have a hollistic approach to thinking and approaching situations with an open mind.
