"National aspirations must be respected; people may now be dominated and governed only by their own consent. Self determination is not a mere phrase; it is an imperative principle of action. . . . "
— Woodrow Wilson , self-determination speech on 11 February 1918.

The principle of self-determination is traced to the Atlantic Charter, 14.08.1941, which was signed by Winston Churchill and Franklin D. Roosevelt. However, despite these international law principles, there is still “Kurdish Question”, which became one of the most prolonged conflicts in recent history of Turkey. According to CIA Factbook estimate population of Kurds in Turkey is about 14 millions which is more than the population of Sweden, Bolivia and Uruguay , for example, yet Kurds do not have an autonomy or own state. Moreover, the PKK , internationally listed a terrorist organization, has been a thorn in Turkey’s side for decades by launching an army against Turkey in 1984 with the aim to gain independence. Despite a small period of ceasefire between 2013 and 2015, the conflict burst out again in July 2015. Since then, at least 2552 people have been killed in fights between the PKK and security forces according to International Crisis Group casualties. This issue, however, is far away from its initial borders as Martin van Bruinessen said about a decade ago “The Kurdish Question is not a concern solely for countries in the Middle East, but, due to the Kurdish Diasporas has increasingly became a European debate.” In recent time, the UN ex-Secretary General Ban Ki-moon gave a commitment to stop violence from both sides; however, no action was done.

Sweden is a country where the tensions between Turkish and Kurdish Diasporas are still not on a frequent violent basis, unlike in other European countries, such as Germany and France, because Sweden provided Kurds with welcoming political and discursive opportunity structures. Consequently, the Swedish Kurdish community has had a different pattern as it is focused more on linguistic and cultural issues, which Sweden strongly supports. The Swedish approach to the Kurdish question is influenced mainly by Olof Plame who led the Swedish Social Democratic Party, and was supporter of the Third World liberation movement. After him, Anna Lindh , with different approach, but same sympathy tried to urge Turkey to improve Kurdish rights on some occasions. In the same vein, Igvar Karlsson said “Swedes were aware that there is a Kurdish problem. We are one of the very well oldest nation states in the world and for Swedes it is quite natural that one nation should have one state. Everyone in Sweden is aware of Kurdistan on the map. They believe that since Kurds have been living there for a thousand years, they should have their own state.” However, in 1980s, the PKK’s reputation was slightly damaged as a consequence of its violent actions in Sweden. That time PKK murdered Kurdish activist who denied their actions all around Europe. As a result, in 1983 Sweden categorized PKK as a terrorist organization and denied entry visa to the group leaders. These actions followed by murdering of Olof Palme sparked a serious issue in Sweden which was debated in political circle, and it was decided to not stigmatize Kurds and continue support. Consequently, there was not any violence from PKKK side since then in Sweden. Notwithstanding to the fact that of several occasions of honor killings or attempts to, which were suppressed by creating GAPF organization , which helped to stop honor violence in Sweden not only by Kurds, but also by all other migrants. This problem exists in UK- 11,744 incidences of these crimes between 2010 and 2014 - , France and Germany. Furthermore, it should be noted that several Swedish politicians tried to bring the Kurdish Question to the attention of the UN authorities.

Sweden aspires to be a clear voice for human rights around the world- not just in words, but also in actions. Consequently, as it was written above, the Swedish approach is very different from other countries’, where violence has been faced much more times merely because of Swedish perception of self-determination, which gave a chance for migrants to integrate fully into Swedish society, and therefore Kurdish movements do not have any criminal connotations. Other countries which encounter problems with migrants of Turkish-Kurdish conflict can consider policies which Sweden used to keep peace in the country between Diasporas. In terms of refugee crisis in EU, we should reach the process of lowering the number of families escaping from Middle East by encouraging both sides to have a breakdown for at least 6 month period where actions can be taken. When it comes to PKK, Sweden encourages other countries to counterwork with PKK in order to stop ISIS and to negotiate the peace process I the Middle East as Us does. Furthermore, we ask the UN to help Kurds to promote education in Kurdish, to help to establish their own economic development by changing Turkish constitution in order to equal rights of ethnic groups with Turks all around Turkey without interfering regional division. For example, as there is oil in Kurdish area, there could be established cooperation terms beneficial for both sides.

Sweden as a part of United Nations and permanent member of UN Security Council have a long history of human rights dated back to 1766, when we were the first nation who introduced freedom of press. Thus, we believe that this controversial issue is able to be solved in non-violent way benefiting both sides if all nations gather to create a peaceful atmosphere as we have done. To conclude, we would like to share thought of Olof Palme:”For us democracy is a question of human dignity. And human dignity is political freedom.”
