Governments should offer a free university education to any student who has been admitted to a university but who cannot afford the tuition.

Would it be appropriate to offer funding to someone just on the basis that he or she cannot pay the university tuition? In my opinion, that is a hard no. The question of whether or not a student is awarded a full scholarship like that has to have some criteria for students to fulfill and the government and university should aptly vet the student before giving such an award. There may be benchmark set for students to conclude if they actually deserve such an honor. In doing so, a university should look for the following qualities in a candidate.
The first and the foremost quality should be judging a student’s conviction toward a particular educational program. The passion that a pupil has for his field that drives him or her to achieving a higher degree should be taken into account. Also, the past academic record of the prospect student must be taken into consideration. More so, the agenda of getting the education is a valid fact to be analyzed. How much the student is willing to do and at what length he or she would go to secure such a grant. Even if a protégé fits the bill and manages to get the grant, the idea of him or her applying that knowledge professionally and giving back to the community must be scrutinized.
In contrast, when a student gets a grant just on the basis that they cannot pay the tuition fee and are admitted to the university on the grounds of previous satisfying records, then it may be hard to judge if the student should be granted free education. And there may be a few candidates fulfilling the criteria and proving eligible for the scholarship. However, there is a specific budget and Government may not be able to pay for all of them.
Therefore, the governments and universities should set strict rules and criteria and maintain a policy, so that the truly deserving candidates get the opportunity of a free education.
