It's good to receive your letter after a long while. I am very glad to know that you are living your life in high spirits. I am also very much obliged that you have asked my advice with regards to your secretary's behaviour and discipline issues at work.
Well, i guess, you have asked opinion from a right guy, which is luckily me because similar kind of incident happened to me about six months ago. At my work place, my junior assistant often used to come late at duty and always having issues with fellow workers due to his loose talks which i corrected with a diplomatic approach.
In you case, I would like to suggest you, first try to resolve this issue on personal note by sending mail only to your secretary as a initial internal warning and talk in person what is expected from her. In case, if she doesn't improve her approach then highlight this issue to your higher management by enclosing earlier mail correspondence. this is the only best way to tackle such kind of official situations.
