Most of parents in Korea prefer to teach their kids at least one language when the kids are too young. I think during the university is better time to learn another language. They are too young to understand the expressions from other languages. They do not have sufficient chances to develop the skills that requires for conversation. They are already busy to focus on their classes.
Language includes the traditional emotion that they have. They even do not know about their country culture well. They might are able to know about only grammar if they learn from the lecture. When I was in old school, I only knew about the grammar. It is hard to learn the language from the typical school in Korea because they treat the language as a study.
The reason why people try to learn another language is to have conversation with foreigner. However, if they are young, they cannot have the chance to have conversation. They just get ready for future even though they do not have any conviction. If I am not in international school, I could not have any chance.
Most of students are busy to study their lecture. If they learn the language now, they might study only grammar even though they the focus should be communication. In other words, they do not have other ways to learn second languages except inefficient way if they try to learn before college. If they study during the university, they can have diverse way and chances.
To have second language, we need to understand their culture. I think if they want to speak a foreign language, they need to be perfect on their mother tongue. The young period is for mother tongue. They can have the opportunity when they are adult.
