First, the lecturer asserts that this method would not reduce the costs. She believes that doctors will keep using examination papers because they want to take some notes by pen when they are examining patients. While it is stated in the reading passage that using some standard electronic forms would declines errors, the lecturer mentions that not doctors but their staffs enter the information in the electronics system, and the wrong information may continue to exist in this way too.
Finally, the lecturer claims that the electronic database would not allow other people to access them since there are some strict privacy rules which impede others from obtaining patients' information.
