In the lecture, speaker challenges all the reasons provided in the reading material regarding benefit of high taxation on unhealthy food and cigarett.
First, in the reading the author claims that this extra taxes on cigarret and unhealthy food discourages people from using them. However, the lecturer refutes that by saying it not necessarily lead to discouragement. Some consumers might still use the product and because of higher expense use the cheaper and lower quality which is more harmful. This reaction might have greater health consecuenses. In unhealthy food consumer this might be even worse as they might continue buying unhealthy food and because of more expense, not have enough money for buying the other healthy food and would not benefit from this policy.
Also, the reading states that extra taxes are fair because these people use more medical expenses. However, fairness depends on the earning and income. People with high income and higher earning are less affected by extra taxes and the burden would be more on the low income and lower earning people which challanges the idea of fairness.
Finally, although the government revenue would increase by this extra taxes as the reading explained very well, this might not be a good thing. Government would be dependent on the revenue from these taxes and might not be forceful enough for banning policy for instance, not smoking in outdoor and public places.
