The professor opposes this idea, explaining that this method doesnt take into account the income of people who are to be affected by it. for example a poor person and a rich one can both blow a way a pack of cigarettes per day. While the rich spends a small fraction of his income on the cigarettes, the poor will have to spend a bigger one to cover his expenses. therefore this law only creates a greater burdon on those who have lower incomes.
Thirdly, the article states that government can use the earned money fro taxes on unhealthy behaviors for public welfare. The professor refutes this point, saying that the income can be millions of dollars and Government can be reluctant to spend this massive amount of money on actions stated by the author. Professor states that the high amount of money , thats being earned be government through unhealthy behaviors of poeple is responsible for governments reluctance to take radical measurements against smoking cigarettes in public places, for example.
