To determine whether a computer can think or not, Alan Turing designed an experiment called Turing test. In this experiment, a person will ask question to a computer or another person by text or voice through terminal, and the response from the computer in return will be in text or synthesized voice. At the end, if people are not able to determine if the response was from computer or person, then the machine passed Turing Test. In 20th century many contest has been organized, one of them was organized by High Loebner with prize of gold medal and $100K for computer which passes Turing Test but none has prevailed.
The lecturer cites John doubt regarding the Turing test, stating that the machine considers behaviour rather than the thought. This is further exlpained by an example given my John, that is, If an English person has been asked a question in Chinese then without any reference or detailed comprehensible question, the person will manipulate the Chinese symmbols and answer incorrectly. Similarly for computers, if they are designed with complex inputs, they wouldn't be aware of their response. If it has enough references and has comprehended the question and answers accordingly, the machine will pass the Turing Test. Turing test is not accurate enough to determine whether the machine can think or not.
