Seems you don't have ideas before you talk and you talk randomly. Need a keep a big map in your mind like this:
first 1-2 sentences: introduction. my opinion: A or B. agree or disagree. about 5-10 seconds
First, reason 1 and the example: about 15 seconds
Second, reason 2 and the example: about 15 seconds
Third, reason 3 (optional)
Conclusion: Don't need a conclusion. (you can have one only when you don't have something to talk about)
Remember TOEFL is not to test your real language, but your test skills. A lot of users can't talk as good as you, but they can get a better marks. like this user:
