Top is asking: 'At what age
The topic is asking: 'At what age should a person be allowed to drive'. Suppose we said: at least 16
so why 16 not 15, 14, we may say:
1. At 16, they are physically strong enough to handle a car. ...
2. At 16, they are more responsible (psychologically ready) to run a car. People may get drive license at 12, but let them drive a car on high ways would be a danger for any body. ..
21 in 30
The topic is not related to drive license. and the second reason is somehow similar to the first reason.
