The table compares the number of workers in certain sectors which is derived from some age of groups in UK in the year 1998 and 2006.

At the hotel & catering sector, there was a significant drop in number (in 1998) among the age of groups while in 2000 the fluctuation just happened from the age 18-25 to 36-45. It can be clearly seen that in 1998 there was 25.764 of 18-year old workers then continuously showed a drop trend from 26, 36, 46 and 56 about 17.663, 15.229, 8.201 and 4.300 men respectively. The noticeable progress in 2000 was in the age of 36-45 about 21.303 workers.

The reason why I made "is" instead of "are" because "is" on this context belongs to "the number". And I ever made mistake similarly on my previous essay in which "are" was on the sentence. In fact, you gave me a comment about that.
And this is similarly with this one sir:
The highest number of workers in this year was in the age 18-25 by 112.565
