The reading passage and the speaker most certainly disagree on the topic of just how a method known as " cloud seeding " have been effective in protecting crops from hail. The professor casts doubt on this claim and rejects each of the authors' point.
First at all, the reading passage explains how on this method the clouds are sprayed using the chemical silver iodine from an airplane. This makes the clouds produce harmless rain and or snow instead of hail. However, the professor points out that this method is not clear at all. Cloud seeding prevent any kind of precipitation not only hail. Less snow and rain can cause more drough and lack of water to the crops.
In addition, the reading passage states that cloud seeding have been sucesfully use in some Asia countries to control precipitacions in urban areas. On the other hand the speaker explains how this method can not be repeated in agricultural areas on United States. Urbans areas with high pollution levels favor cloud seeding.
Finally, the article points out that local studies support the use of this method to decrease the damage on farming regions. The speaker is not convinced with the use of this method. Hail damage had decrease also on some urbans areas due to some natural variation. Cloud seeding was not considered a factor on the disminution of hail rain.
