Some government say how many children a family can have in their country should be strictly controlled.

Around the globe,several government face the dilemma of controlling a fast growing nation, whose needs are ever on the increase. While taxation seems more beneficial due to its financial gains, I think a more subtle approach such as awareness creation and tax rebates would be right.
Administering whatever scheme to regulate child-birth, will only mean that the rich who can afford such levy can give birth uncontrollably, and this could signal the beginning of a new social status, as opposed to those constrained to have fewer children due to financial limitations. Having more children could be seen as been more wealthy. However, from the government's perspective, such system would improve its revenue generated and in turn foster provision of better amenities to cater for the citizens who would reap the benefits of such a scheme.
In as much as raising money from the people is not the ulterior motive, a more considerate approach needs to be considered by the government to prune down the head count of the citizenry. A simple approach could be an awareness campaign which would go a long way to enlighten everyone on the benefits of family planning and birth control, how it affects the standard of living, and relieves the parental burden of bringing up many children.
One very key strategy to encourage couples would be to offer scholarship scheme, as already practiced by some countries. A certain amount of children benefits,while the income of the family takes care of the remaining members of the family. This is an assured way to normalise the number of children delivered.
In conclusion, there is no doubt that governments seeks ways to control its population, but the downsides of relying on this approach of inflicting financial burden on the poor, and not a more rewarding method such as desensitization and tax rebates, breeds an unhappy populace.
