1. Introduction
From the geotechnical engineering viewpoint, the rock mass is consists of two-part, intact rock and discontinuities. for decades, one the most challenging problems in engineering geology and geotechnical engineering is to characterized the mechanical behavior of rock discontinuities like as faults, beddings, rock joints and fractures. because of the deformability, hydraulic conductivity and the strength of rock masses are mainly depending on the mechanical properties of joints(Jing, Nordlund, and Stephansson 1992; Zimmerman and Bodvarsson 1996),(Cook 1992) evaluation of the shear strength of discontinuities is an important task in the stability analysis of concrete dam foundations, slope stability, underground excavations like as tunnels, caverns, underground waste disposal, oil and gas storages and in mining activities
