"Recently,butter has been replaced by margarine in Happy Pancake House restaurants throughout the southwestern United States. This change, however, has had little impact on our customers. In fact, only about 2 percent of customers have complained, indicating that an average of 98 people out of 100 are happy withthe change. Further more, many servers have reported that a number of customers who ask for butter do not complain when they are given margarine instead.Clearly, either these customers do not distinguish butter from margarine orthey use the term 'butter' to refer to either butter or margarine."

The manager of Happy Pancake House recommends to replace butter by margarine throughout the southwestern and northeast to increase the profit. However, this argument fails to consider the following possible alternatives.
The memo states only a few percentages of customers are bothered by the change, implying almost all customers are happy with the change. However, it is entirely possible that this survey does not include the vast population, rather only a little part of voices from the customer, which eventually makes it unfair and biased.
