Based on the set of reading material, the author contends that storing the medical records will benefits over the paper based record in three main aspects. On the other hand, the lecturer casts doubt that the information is presented in the reading passage, and believe the presented reasons is not convincing enough.
First of all, the writer illustrates that electronic records will reduce the cost of storage for paper record. However, the speaker in the listening claims that it will not save any cost for using electronic record. For legal reason, the doctors have to keep the paper based record. Plus paper records have the emergency use. Thus, the first point in the passage does not hold the water.
In addition, the reading asserts that electronic records will reduce medical error due to poor hand writing. Yet again, the professor refutes this point and posits that doctors still have to use paper, because they use paper for prescription. In this way, the poor hand writing will appear anyway. Therefore, the electronic records will not help for reducing the medical errors.
Despite the statement in passage that electronic record helps the medical research, professor reputes that it is very difficult to use patients' medical record for research due to privacy law in United States. The law allows patients to keep their medical records in private for any reason. Researchers have to get so many not granted permission and follow strict laws to use these electronic records.
