Does it spread only when people come in contact with cows affected with the disease or when people come in contact with the affected persons? Additionally, the author sheds no light on how contagious the disease is. In all likelihood, cow flu might affect only those with low immunity like children or old persons. Likewise, no mention of other possible steps that could be taken to control the spread of cow flu are made.
It all possibility, administering the cows in the area with similar inoculations or vaccinate them against the disease causing patogen might entirely eliminate the possiblity of an outbreak of cow flu, while at the same time not put the people at risk of loosing their lives due to the inoculation.
The author also mentions that there is a small possibility that the inoculation might prove harmful for the person administered with it. Statistical evidence of the percentage of people that lost their lives or were affected due to the inoculation in the past would aid in understanding the risk involved in administering the people. A mere one percent mortality rate among such people may indicate that it is worth taking the risk of administering the inoculation when faced with the threat of acquiring cow flu.
In conclusion, the lack of any conclusive evidence to espouse the author's view renders it facile. Information about the occurence of the disease, the effects of the inoculation, results of previous studies and statistical data relevant to the issue would aid the reader in a better evaluation of the author's argument.
