In this set of materials, the reading passage states that coal ash has harmful effects for the environment, so the United State government ought to create new strict roles for handling and storing coal ash, but some companies believe that new roles are not necessary, and they may have negative effects. On the other hand, the listening section brings into question the reading by providing different reasons (and examples).
First, the reading indicates that companies have effective environment regulations for preventing coal ash component from leaking into the soil and water; in contrast, the lecturer opposes this view by mentioning that coal ash regulations are not sufficient. liner-special only use for new landfills and ponds, but we cannot add lines to old landfills and ponds. Because it makes serious dangerous like add some components to drink water. So, we need new strict role to prevent environmental damage for new sites.
Furthermore, the professor argues that creating some strict role for storing and handling coal ash may consumers stop buying coal ash recycled products; conversely, what the professor believes is different. She points out that taking strict roles won't necessary that people not use coal ash. Consider mercury for instance. It has very strict roles for storing and handling, but all consumer use it without considering about role. People also can use coal ash without considering about it.
Finally, according to the reading, new regulations increase the overall cost of the process for companies; as the result, companies will be obliged to increase the price of electricity which will make a negative impression on the public. However, this increase in the cost is well worthy for the environment. For this role, about 5 billion dollars company must use. But, for consumer home electricity, it increases only 1 per cent. So it is not paying a lot of money for a cleaning environment.
