Secondly, the reading argues that these taxes are financially fair. Whereas the professor opposes the claim by saying that it's unfair because it doesn't take the income into account. To be specific, those people who earn less pay the same taxes as those who earn more. Then those who have less income will have to bear higher relative taxes comparative to those who have more income.
Thirdly, the reading states that the high rate of taxation can largely increase revenue for the government, which can be used for other projects to benefit the public welfare. By contrast, in accordance to the professor, it doesn't hold water. It's because if the governments impose the taxes on cigarettes, they will get a large amount of revenue like millions of dollars. Then the government will be dependent on those revenue and doesn't want to lose it. So they won't eliminate the behavior of smoking and having unhealthy food by some radical measures, let alone banning people from cigarettes or unhealthy food. Otherwise, they will lose a large amount of money.
