The article mainly states that storing and handling coal ash due to several damages and bad result and he provides 3 reasons to supports hid idea that strict regulations don’t need. On the other hand, in the listening, the professor argues that coal ash should be handled by strict rules and he refutes the author's opinions with bringing some reasons.
Firstly, the reading believes that now that are enough effective regulations related to the environment that power companies represent them. However, the speaker discusses that these regulations are not sufficient and should be built new landfills for depositing coal ash not put them in the old liner, and he provides an example, for prevent environment and don’t let releasing hazardous materials into groundwater and damage in the environment so need some new regulars.
Secondly, the author asserts that storing coal ash maybe produce damages and there are concerns related to recycling coal ash. While, the speaker claims that handling and storing don’t stop recycling coal ash and such as restore mercury metal that handling for a long time and save recycling, so adapting more regulation will need.
Finally, the passage states that new regulars and storing coal ash will enhance cost in power companies. The professor supports that using and applying new regulations will increase extra cost. On the contrary, he believes that power companies always have more customers that for reaching to the clear environment this extra cost can be overlooked.
