The reading and the listening have a conflict of opinions with regard to the necessity of strict regulations for dealing with and storing coal ash. The writer indicates that new regulations are unnecessary and provides some reasons for this statement, while the lecturer disputes those passage ideas with several proofs.
First of all, the author asserts that effective environmental regulations already exist and companies that dispose of coal ash must use liner in every new pond or landfill they build. Conversely, the lecturer brings up the idea that these are not sufficient and he states that the old ponds must be replaced by the new one. According to his ideas, it is dangerous to leak the oil into the soil from the older ponds and it is needed to have a regulation to obligate buying new ones with new size to prevent this damaging effect.
Furthermore, the reading holds the view that insisting on strict regulation will cause the discouraging of recycling of coal ash into other products. On the contrary, the professor underlies the fact that this action might be lead to producing other hazardous product like mercury which is a material can store in the environment for a long time and will be problematic for the recycling process. Therefore, needless to say that strict regulation must be enacting to diminish these consequences.
Finally, the reading argues that strict new regulation will climb the cost of disposal and handling of the power companies. In contrast, the speaker dismisses this issue with the fact that new regulation can easily handle the expenses of the extra expenditures with transforming the cost of the household electrical bill which is just one percent to compensate effectively the expenses of cleaning environmental that deems is the much more important issue.
