The reading passage claims that imposing the higher tax on the cigarette or unhealthy food is highly beneficial for every given society and it creates a vast sum of a budget for the government. However, the lecturer finds all the ideas dubious and presents some evidence to refute them all.
First, the author contends that high taxes will encourage people to avoid unhealthy behaviors like smoking or consumption of unhealthy foods. Conversely, the lecturer brings up the idea that higher taxes will not result in healthy life owing to the fact that people will rely on lower qualities of foods and cigarettes, which increase the risk of unhealthy behaviors.
Furthermore, the author holds the view that these higher taxes are fair because when people with unhealthy behaviors get sick, they create medical cost. On the contrary, the professor underlines the fact that the cost is unfair because it does not take the income into consideration. In fact, it creates the greater burden on people with less income than people with higher revenue.
Finally, as set forth by the author higher taxes will be beneficial for the government because they can spend the budget on an improvement of public facilities and so forth. In contrast, the speaker dismisses this issue due to the fact that higher taxes will create millions of dollars for the government, which make them dependent on this substantial amount of budget and they do not like to lose this opportunity. In fact, the government might not be forceful enough to enact strict laws to prevent smoking in the public or parks and any other places as well as the unhealthy foods.
To put it in a nutshell, the author does not take many facts into account while being critical of those facts could add to the logic of each reason.
