The concept of teaching and learning English in my regency
In my country English is taught as a foreign language. However, there are some problems obtained in the process of teaching and learning. All the problems derive from the concept. Usually there has been encountered that every teacher possesses a different concept and there is no any special rules which can be followed by each teacher until the concept becomes a general rule to devise. In arranging the activity, the teacher carries out the teaching process as if he does not have a special guide until the process of learning activities are only relied on the class arrangement provided by the LKS (Students work book in which the book is made in Java). There is no a specific detail of the book until we cannot ascertain that the book is well-arranged based on the correct resources. The concept of teaching is not implemented in accordance with the communicative objective. It can be concluded that it is as if the major focus that teaching English to activate speaking ability and the major function of learning a language which is to learn to speak is ignored.
