In the given passage, recommendations by the budget planning committee has presented. According to the facts, birth rate is decreasing in the city of calatrava . Due to that committee members are assuming that there will be decline in number of enrollment in the schools. So they are planning to invest less on education,athletics playing field and for the other recreational activities. Planning committee is expecting a increase in adult population so they are more focusing to provide funds for city facilities and programs in which youth are involved .
It is stated that birthrate is decreasing in the city, but the reasons behind this declination is not mentioned. There may be several causes behind this like lack of health facilities, unavailability of healthy food, and many more. So planning committee should consider the causes behind the declination of birth rate and funds should be invested for the improvement and fulfillment of mundane necessities.
The committee is assuming that due to lesser birth rate enrollment in the school will decrease and they are planning to reduce the funds for education. Here the assumptions seems to be weaken and unreasonable. It may be possible that earlier people were not interested and aware of importance of education. But new generation will be more interested in giving their younger ones good education facilities. And for the development and growth of the city education is must. So planners should not neglect this facts.They are also thinking to reduce the investments for the recreational activities which can have adverse effects on the youth and has proven to be unjustifiable.
Planning committee members are predicting that there will be increase in number of youth population and this prediction seems to be weaker in lack of any statistics and proper research. They are proposing that more funds should be available for city facilities in which youths are involved. The approach seems to be unbalanced and biased towards the youth.
In whole planning committee should recommend the strategies after considering all the facts and proper investigation. Their proposals should be unbiased and in the favor of all mankind and leads to development of the city.
