Laws should be flexible enough to take account of various circumstances, times, and places.

Laws in different systems can conduct components of system in a straight way and prevent different kinds of problems that will be occurred at certain situations. They should be design carefully and take consider particular circumstances, times, and places. So, some people believe that laws should be flexible enough while others believe that laws should be had certain definitions.

Basic laws in all of systems are distinguished and clarified for specific circumstances and times with certain features. For example, physics laws are defined by scholars for people in a basic manner and the most proportion of scholars use these basic laws under different situations to analyze their consequences. Flexibility for these scientific laws reduces their reliability and scholars do not rely on them to prove their assumptions. Scholars prefer to accept fixed and basic laws for scientific research and define sub systems for justifying the effect of various circumstances and places instead of defining flexible laws.

Management laws also are certain and some definite changes are added to them under emergency circumstances. For instance, the most proportion of manager believes that their organizations need particular principles which increase their efficiency and reduce their costs. Their employees follow special laws in their workplaces and obey defined laws in their companies. Managers know that if they wanted to render flexible laws, their employees could not handle their duties carefully and confused at different situations. Managers prefer to adopt certain strategy based on fixed laws at unpredictable events to increase benefits.

However, some kinds of laws should be changed in order to developing of technology. The rate of improvement at technology enforces the lawyers to define flexible laws which are suitable for different times and circumstances. For example, using smart phones with wide variety of applications have specific limitation for users who live in Islamic countries. Their archaic laws prevails them from using new technologies like video calling and they have to obey their laws. If they paid attention to having flexible laws in order to using new technology, they did not run into problems due to having smart phones.

In conclusion, an adoption flexible law is depended on different kinds of situations as regards increasing its effectiveness. In some cases, flexible laws decrease productivity and the level of reliability instead of solving problems and acting as a guideline. While, in certain cases like developing technology, laws should be flexible enough to make a contribution to tackle problems under different circumstances.
