Others, however, argue that the circumstances of an individual crime, and the motivation for committing it, should always be taken into account when deciding on the punishment. Nowadays, criminals are easy to create crimes because governments could not commit on punishments, and the matter of that is that governments should not be taken account from crooks.
Several people believe that governments should not award punishments for every type of crime because they should confer apologies for creating mistake for the first time. However, numerous people argue that administration of the state should present punishments for each crime in order to warn the people generate mistakes because they would like to increase bad undertaking if parliaments do not present punishments. When governments create a rule, it means that they also should create punishments to indicates their responsibility for societies who need safety live in their area.
On the other hand, nowadays many people agree that governments could not manage a good country because they do not really care about punishments which they create for criminals and parliaments also do not have motivation to commit the rules. Some of them decide to achieve account for secreting crooks from prisons because they think that account could solve all of state problems. The matter of that is that could add more criminals in the state every period because rooks feel easy to create a bad habit or mistake. In this day, even though governments award punishments, but crooks do not really afraid on it because they could utilize their money to help them to bribe parliaments of state and becomes usual habit in some countries such Indonesia.
In short, governments should undertake their commission if they want societies respect their rules, and societies also have to help the executives to obey their rule.
