Firstly,as is observed in the given pie charts , the school spent an increasing percentage of money on teachers' salaries which was highest in the year 1991 was 50% , after which it was reduced by 5% in 2001.Moreover, in case of other workers' salaries, the spending was significantly declined over the years with 28% ,22% and 15% in 1981, 1991 and 2001 respectively.

Furthermore, in case of resources like books the proportion spent on these also decreased after a slight increase of 5% in 1991 , and the expenditure was made on furniture and equipment which was also declined from 15% to 5% in the first two years: 1981 and 1991, then increase in the next year 2001 was 23% . Finally, the smallest percentum of annual spending was on insurance over the two decades was decreased in 1981 and 2001 which was 2% and 8% respectively.

Overall, it is evident that insurance and teacher salary was gradually increases , while others worker salary decreased and rest to fluctuated.
