Overall, it is clear that most of the money spent on teachers’ salaries. Otherwise, the percentage of other workers’ salaries reduced gradually over 20 years.
There was a slight increase in rates of insurance from 2% in 1981, 3% in 1991 to 8% in 2001. The spending on furniture and equipment dropped quickly from 15% in 1981 to 5 % in 1991 before reached the point of 23% in 2001. There was a small rise in the proportion of resources and books from 15% in 1981 to 20 % in 1991 before dramatic fall to 9% in 2001.
The expenditure on teachers’ salaries climbed slightly from 40% in 1981 to reach a peak of 50% in 1991. In contrast, the spending on other workers’salaries reduced gradually from 28% in 1981 to 22% in 1991. In the next ten years, there was a continuous decrease, in the wages of teachers and other workers, from 50% and 22% in 1991 to 45% and 15% in 2001, respectively.
