Dear Mr. Chairman,

I am writing to express my extreme dissatisfaction with a noise annoyance which comes from my neighbor.

My neighbor has been holding late and noisy gatherings over the recent weeks, which is very disruptive for both me and our other neighbors. There is a lot of heavy, pounding music playing on through the night and well into the morning. Despite constant personal reminders, they are still a nuisance to this neighborhood with their behaviors, namely playing loud music to stay awake and getting entertained at odd-hours at night. Furthermore, they have all been standing in the hallway, talking loudly over the phone for long hours, and smoking as well.

As a student, I find it difficult to concentrate on studying and to sleep well with. In addition, the end of term test is around the corner, so I have to study late at night. However, their ignorant attitude towards my neighbors is troublesome indeed even though they promise not to reoccur.

They do not only cause troubles to me, but also to other neighbors. I am, therefore, seeking your assistance in taking the appropriate action to stop this at once, and it may be better to enforce some of the house rules regulating guests and parties. I hope you are going to consider my submission.

I trust this matter will be resolved as soon as possible. Thank you in advance for your kind cooperation.
