Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)? Why?

Weather governments should allocate substantial amount of budget on improving roads and highways, or instead governments provide more budget on improving public transportation (buses, trains, subways)? In my opinion, either of the two are interrelated, but for frequent commuters improving public transport would be meaningful.

Having a good roads and highways will be beneficial in terms of saving the time of commute or running and maintenance of the vehicles, on the other hand having new roads and highways, will require blocking of roads and maintenance work. Which will result in traffic jams and people spending more time on the journey.

As the population is on rise and fuel prices are up, a better public transportation system will be effective and help the common man for all ages yet the con of it can be increase in the fairs.

So, as far as seen on a larger scale, enhancing the public transport will be more fruitful.
