To control the budget of one society which of following sectors can be reduced their budgets?
Police
libraries
public transportation
The significance of discovering some solutions to surmount the financial predicament ubiquitous in one society is not stealthy for anyone. What serves as a dilemma is how to fulfill this goal. Among a diversified constellation of perspectives, my penchant is more partial toward the belief that confining the budget related to the public transportation outweighs police or libraries. Since the libraries is intertwined with the knowledge and awareness of citizens which should not be ignored, additionally, police guarantee the security and regulations in one colony that cannot be underestimated. To demystify the hypothesis, two postulations can be proposed.
To converge on this theory, retaining the awareness and information of vast majority of the general public can be scrutinized cogently. Going into the depth, having extenuated the pertained budget of libraries, the government may deal with a plethora of problems in transmitting the concepts and issue to the denizens in near future. Simply stated, reducing the currency of libraries means weakening the ability of the libraries to purchase up-to- date source materials resulting in enlightening the individual more complicated. Based on one scientific research conducted in the psychological province, the less the persons access to new and wide range of information, the more the intricacy of orientating the persons will be predominant. Thus, there needs a balance and opting for libraries in order to apprise well-rounded individual and request them to put their heads together to find practical solutions to pass over the financial challenges.
Another angle to elucidate this thesis is elevating the condition of one colony with the help of police. To put general words, only when the citizens in one community feel a sense of safe and tranquilizing, do the persons become engross into other aspects of life such as promoting the health care , technologies or even public transportation. Faced with this fact, shrinking the budget of this section may leave a number of destructive and deleterious ramifications for whole the society. To shed more light, when the public transportation's budget is diminished, seldom can it propel both the government and citizens toward the adversity. Broadly speaking, here the role of police in enacting the law and ensuring the safety of each person in order to gravitate the colony toward a pinnacle of prosperity is remarkable.
Drawing upon the reasons, the benefits of decreasing the budget of transportation compared with libraries and police are too enormous to fathom. Not only do the government have a chance to utilize the knowledge of citizens to circumvent the financial deficit, but also it may not raze the security and serenity of persons by incarcerating the budget of police sectors.

Better to have 5 paragraphs with 3 arguments. And try always support/against one side but compare two sides, like this:
para 1: introduction
para 2: reason 1. address both of the views presented for reason 1
para 3: reason 2. address both of the views presented for reason 2
para 4: reason 3. address both of the views presented for reason 3
para 5: conclusion.
So how to find out those reasons. There is a formula:
reasons == advantages or
reasons == disadvantages
for example, we can always apply 'save time', 'save/make money', 'find a job', 'make friends', 'get more information' as reasons to all essay/speaking topics.
or we can apply 'waste time', 'waste money', 'no job', 'make bad friends', 'get bad information' as reasons to all essay/speaking topics.
