The lecturer challenged this point and states that this law is only in new landfill. Furthermore, he points out about old landfill are responsible for leakage f chemicals in underground. This would affect the underground water which is useful for drinking water, so this law must be applied in old landfill too.
Secondly, the author states that if strict rules for material handling and storage will created, then consumers may become concerned about buying recycle material like coal ash. The lecturer refutes this argument and asserts that other dangerous materials are still handling and storage carefully like mercury. He elaborates on this by mentioning that consumers will not be afraid to purchase recycle material, so it is not worth to make strict rules against it.
Thirdly, the author mentions that if new regulation would increase in the disposal and handling cost of the power station has to increase in electricity bill. The lecturer opposes this point and says that as per recent analysis, fifteen million dollar is a cost of companies. Even though, they will increase ten times more prices, electricity bill will increase only one percent.
