The reading and the lecture are both about cloud seeding which is a way using by farmers to decline hail by adding chemical silver iodide on the clouds by plain because hail when it fall on the ground destroy farmer's crops. More specifically, in regard to the passage, the writer presents three theories about the effective of this method to reduce hail. The lecturer disputes the calims made in the article. His position is that it is not clear what the effect of this method on farmers in the USA.
First and foremost, the author of the reading states based on laboratory experiments results cloud seeding is an effective way. The article mentions that by adding silver iodide to the water vapor it's results a light snow instead of hail. This argument is challenged by the lecturer. He calims that in real life this procedure can prevent any way of precipitation like rain,snow or hail. Additionally, he points out that it's possible to make a new problem which is drought.
Secondly, the author suggets in some countries in Asia this way was effective like in China they used it in urban areas. In the article, it is said that this method can be use in USA also. Again, the professor specifically addresses this point when he states not known if cloud seeding taht made in China can be made in America because it was made in cities where the pollutuin is high becase of cars and manufacturing. He goes on to say that in America the farms are in places that absent of pollution-unpolluted areas-, so it may not work.
Finally, the author brings his argument to a close by suggesting that some local studeies indicate after monitoring cloud seeding that the hail effect declined. Not surprisingly, the lecturer takes issue with this claim by contending that the decrease in hail occured in neighbor places in addition to the farming areas. He notes that using this method natural variations in the weather may occur.
