and substantiated, the lecturer casts doubt on it for a few reasons, which I will discuss below.

Even though the reading passage suggests that existing rules around coal ash disposal are effective, the lecturer claims
that there are holes in the regulations. She states that under the current regulation, only the new landfills and ponds
are required to use a liner when disposing of coal ash into the soil. She believes that the regulations should apply to all
sites, including the new facilities and the old ones so that the waste product from older facilities has contaminated the
drinking water. Therefore, the speaker's statement disapproves of its counterpart in the reading passage.

Second, the statement held by the writer indicates that establishing stricter rules will discourage the use of recycled
products from coal ash. The speaker refutes the idea by providing a solid reason that other harmful chemicals under
strict regulations, such as mercury, have proved that it will not be the case. People have not had concerns about
purchasing products made from mercury even though it is heavily regulated.

Finally, the speaker precisely identifies the weakness in the reading that the pros far outweigh the cons of putting
stricter rules on hazardous materials. To be concise, she mentions that it will cost 15 billion dollars if the environment
is polluted while the increase in electricity cost will raise by 1 percent.

In conclusion, based on the details and evidence provided above, it can be clearly seen that stances on both sides
are paradoxical. While the claims in the reading passage seem plausible, the speaker disproves them by compelling
reasons.
