Reading and listening both keenly discuss the if the new policy should be performed to handle coal ash. The author in the reading provide several reasons, however, the professor in the listening repudiates them by putting forth three conflicting assertions. Hence, the claims made in the reading does not hold water.

To begin with, the reading maintains that it is not necessary to produce a stricter law for handling and storing coal ash duo to existing regulations, whereas, the lecturer counterattacks this content by maintaining that there is no rule to punish those people who leak the ash into sill to pollute water. Thus, it seems that setting a new law to constrain is important.

Secondly, the lecturer does not consent to the author who declare that if more serious laws are adopted for handling coal ash, consumer may worry about that the recycled coal ash products are too harmful and hence decrease the will of buying products by affirming that mercury is a successful example which people used to worry about.

Last but not least, there is no denying that strict new laws will increase fifteen billion dollars for disposal and handling for the companies, nonetheless, there is an analyst who calculates that people only have to spend more one percent to buy electricity.
Therefore, the claim in the reading is flimsy.
