The reading and the lecture are both discuss about some suggestions that the United states government should create new, much stricter regulations for handling and storing coal ash due to the great concern about those damages to the environment by such harmful chemicals.
Firstly, the reading claims that some regulations about this issue have already existed and the government has require those companies to use liner-special material that prevents coal ash components from leaking into the soil and contaminating the surrounding environment. however, the lecture disagrees that by using those liner-special materials indeed have effect on new ponds to some extent, but it doesn’t come in any influences on those old ponds, therefore the accuracy of this regulation is still not enough.
Secondly, the reading states that the stricter rules might discourage the recycling of coal ash into other products. Although recycling coal ash reduces the need to dispose of it in other ways and presents no environmental danger. however, if the stricter rules are adopted, consumers may become concerned that recycled coal ash products are just too dangerous, and may stop buying the products. On the flip side, the lecture argues that by taking mercury as an example, it is hardly to believe that the reduction of using coal ash products will go into effect just by adopted the rules .same as using in the past mercury , there wasn't any reduction in population of consumers of its recycled products.

On the other hand, the lecture contends that it might cost 15 billion in order to save the environment.
