The power company executives and the speaker discussing rules and regulation needed for power company in very contradict ways.

Firstly, Reading passage says that the rules and regulations are already exist there no need of further rules because line- material processing are currently implemented for land fills and ponds. But the lecturer refutes this point by saying that current policy only applicable for old land- fills and old ponds but what about new land fills and new ponds,In these she refuses the statements.

Secondly, reading passage states that the recycle process gives material like concrete and bricks, if rules are become strict then supplier wont by these products. Still the professor opposes this statement by explaining that example mercury is the by product of the waste ash material but still companies are willing to buy it.

Thirdly, reading passages argues that if the rules and regulation are very strict then the power company has to rise power bill to compensation of recycling process which will be burden for the customer. Again the lecture contrast this issue by stating that even though cost of recycling cost around 15 million dollars, it cost only 1% for consumer according to analytic study. So spending !% extra for environmental benefits not big deal when compare with goodness of rules and regulations.

To sum up, reading passage says that strict regulation leads to increase the of power supply, supplier will by less products and rules are already exist but the professor contrasts each points made in the reading passage with logical reasons and some practical evidence from the analytic researches.
