Although the author provides three main reasons to indicate that new regulations for handling and storing ash in the United States is not necessary and they should be ommited, the professor finds them dubious and brings up three counterclaims to refute them all.
Firstly, the author states that some regulations already exist and companies which are going to build new landfills and ponds should be obliged to use these regulations. However, the professor gainsays this idea and states that these rules not only should be used for new companies but also old companies should be stricted to pay attention to these rules since they also contribute to significant harmful effects. For example, if they do not stay on rule, toxic and harmful materials will sink down to undergraound water and pollute the drinking water.
Secondly, the author claims that it has been predicted that recycling the coal ash would not be done any more in the case of stricting companies to use rules for handling and storing coal ash . The professor, on the other hand, asserts that these rules do not encourage them to prevent recycling. other indutries have been using these rules and these rules did not effect on the recycling processes. For example, mercury is a really harmful material. However, by recycling it, it can be safe for 50 years. Thus, no real concern did companies have.
Eventually, the author takes the view that the enhancing the fee of electricity as the result of increasing the cost of handling is not pleasant for people. In contrast, the professor believes that however it might cost alot, the average price that consumers should pay is not really so much. For instance, statistic data has shown that electricity consumed in this process costs almost 50 million dollors, while the amount of bill people should pay is only 1 percent of whole which is not a big deal.
