The reading and the speaker discussing the strict regulation regarding the coal ash which is the by product of the power plants but they are arguing things in very contrasts ways.

Firstly, reading passage says that rules and regulation regarding already existed for regulation of coal ash, so there is no need of strict regulation for example the plants has liner system for ponds. But, the lecture refutes this statement by saying that whatever regulation is there that only applicable for the new plants and what about the old plants. It makes lots of damages to the environment.

Secondly, reading suggests that now the recycling process gives the benefits like bricks and the concrete which is by products they are getting through recycling process. So, if, regulation is strict then supplier will not by the these products because it causes the huge amount for them. Still, the speaker refuses this point by stating with one example that mercury which they do the long recycling process like more than 15 years but now also companies are buying the mercury as well.

Thirdly, reading claims that strict rules and regulations makes the electricity more expensive for the consumer due to the recycling process of coal ash. Again, the professor opposes this point by explaining that the overall recycling process causes 15 billions dollars but when it divided by all consumer it cost only one percent extra which reasonable for the consumer to maintain the good environment.

To sum up, the power plants companies representatives states that strict rules and the regulation not necessary because already rules are implemented, it cost supplier not to bye the by products and it cost more expenses for the consumer but the speaker refutes all these points with reasonable evidences.
