TPO 53 Writing
The reading and the lecture both are debating on the possibility of imposing an extra tax on unhealthy foods; like the policy that has been applied to tobacco. The author of the reading feels, this method has three benefits; on another side, the lecturer challenged the points mentioned by the author. She is of the opinion that all the benefits are controversial.
To begin with, the author argues, by increasing unhealthy foods' tax, people's desire to buy such food will decline. The article mentions that growing cigarette tax has caused a significant decline in tobacco consumption between people. The lecturer challenged this specific argument. She claims, in this way, smokers will buy cheaper cigarettes and foods that have more adverse effects in comparison to the regular ones.
Secondly, the writer suggests that taking this tax is fair because the people that smoke cigarettes and eat unhealthy foods are more vulnerable to diseases with respect to others; as a result, governments should spend much of their revenue on these people's remedies. The lecturer, however, rebuts this idea by mentioning that the concept of "fair" could be different for any people. In this way, people with less income will be more affected by this rule, as the tax does not take into account the income; it gives rise to an unfair feeling in them.
Finally, the writer posits that in this method, the government will have a great source of income. The government can spend this money to prepare other facilities like cinema and public education for people. In contrast, the lecturer's position is that as this revenue is big perhaps, the government deeply will be dependent to this source of money; therefore, they will be reluctant to imply restricted rules on cigarette and unhealthy foods consumption and even in a subtle way, they advocate of such products.
