The reading passage introduces the turtle excluder device (ted) as a tool to help turtles escape from shrimp fishing nets and provide three reasons for why they are not useful. however, the women suggests that using teds is a good way to protect turtles and therefore teds should be a vital part in every shrimp fishing boat.

First of all, the passage claims that turtles get trapped only rarely, like once in a month for every boat. while using ted cost the shrimpers some of their catch. The woman on the other hand say that it is true that turtles get trapped rarely, but in fact when you consider thousands of shrimpers, the number of trapped turtles will be significant. The population of turtles as a whole is effected by shrimp industry as a whole.

Secondly, the writer suggests some other alternative methods of protecting sea turtles, like shortening the time limit that shrimp boats are allowed to keep their nets underwater. however the woman rebuts this by stating that time limits only works in theory. Moreover, governments are not able to enforce ships to limit their time and they cannot monitor them. Whereas, they can make sure every shrimp fishing ship has ted and check them in the port before moving.

Finally, the author mentions that teds are not effective for larger species of endangered sea turtles, since they cannot fit through the escape passage that standard teds provide. while the women believes that, it is possible to design larger teds. teds can be modified without affecting their functionality. therefore, shrimpers can modify them in order to help larger turtles escape the net.
